The method for getting the Bean Speaker is the same as for the Beanworks. You must find the Elder Bean NPC and agree to join his cause. This will prompt you to wear the Green Bean outfit, and upon doing so, the Bean Speaker will be placed in your inventory.

It is also affected by the same inventory glitch. If you join the game already wearing the bean costume, the speaker might not appear.
