The reform of the papacy itself was initially a complex process, heavily influenced by the Emperor. Henry III (1039-1056), a pious reformer, played a crucial role in making and unmaking popes, ensuring that reform-minded individuals like Leo IX were elected.

However, with Henry III’s death, the papacy, having gained significant moral authority, began to assert its independence and then its superiority over the Emperor. This shift culminated in the pontificate of Gregory VII (1073-1085), a figure of immense influence.

Gregory did more than any previous Pope to enforce clerical celibacy and to combat lay investiture—the practice of secular rulers investing bishops with the symbols of their office. His famous conflict with Emperor Henry IV, leading to the dramatic scene at Canossa, symbolized the Pope’s bold assertion of spiritual authority over temporal power.

While Gregory’s policies initially seemed to end in disaster for him personally, his successors continued his work. They ultimately secured the papacy’s victory in the Investiture Controversy, solidifying its position as the supreme authority in the Western Church. This intellectual and institutional revival laid the groundwork for the flourishing of Scholastic philosophy and the consolidation of papal power in the High Middle Ages.
